How to Get Your Own Authority 2026

Step-by-step guide to getting your own operating authority. MC number, DOT number, BOC-3.

Getting your own operating authority means you can broker your own freight, negotiate directly with shippers, and keep more of the revenue. Here's exactly how to do it.

    Step-by-Step Process

Step 1: Get Your USDOT Number (Free)

    • Go to portal.fmcsa.dot.gov
    • Click "Apply for a New USDOT Number"
    • Fill out the URS (Unified Registration System) form
    • You'll get your USDOT number immediately
    • Cost: $0

Step 2: Apply for MC Number ($300)

    • During the same URS application, apply for operating authority
    • Choose "Motor Carrier of Property" for freight hauling
    • Cost: $300 filing fee
    • Your MC number will be assigned but NOT active yet

Step 3: File BOC-3 (Process Agent)

    • Required by FMCSA before authority can activate
    • A process agent receives legal documents on your behalf in each state
    • Use a blanket BOC-3 service: $25-$50/year
    • Companies: National Permit Services, CT Corporation, Registrant Corporation

    Step 4: Get Insurance

    • Must be filed with FMCSA before authority activates
    • Your insurance company files Form BMC-91 (liability) and BMC-34 (cargo)
    • Minimum: $750,000 liability, $100,000 cargo
    • Most brokers require $1,000,000 liability
    • Cost: $800-$2,200/month for new authority

    Step 5: Wait 21 Days

    • FMCSA has a mandatory 21-day waiting period after all filings
    • During this time, your authority status shows "Pending"
    • You CANNOT haul freight under your own authority during this period
    • Use this time to set up your business systems

Step 6: Register for UCR ($69-$73)

    • Unified Carrier Registration is required annually
    • Register at ucr.gov
    • Fee is based on fleet size ($69 for 0-2 trucks)

Step 7: Set Up IFTA and IRP

    • IFTA (International Fuel Tax Agreement): Report and pay fuel taxes across states
    • IRP (International Registration Plan): Proportional registration for operating in multiple states
    • Apply through your base state's DMV/DOT
    • Cost: $500-$1,500 depending on states of operation
